Establishment of Government Officers Housing Scheme (GOR) in RUDA

The Ravi Urban Development Authority (RUDA) has launched a specialised housing scheme for Punjab Government Officers (GOR) in RUDA’s master plan. This initiative follows the Chief Minister’s directive from the decisions made during the 40th meeting of the Caretaker Provincial Cabinet, held in February 2024.

Location and Plot Details:

The proposed residential society, spanning approximately 465 acres, is strategically located around 2 km from the Kala Khatai Interchange, adjacent to the Lahore Eastern Bypass. It offers residential plots ranging from 10 Marla to 2 Kanals, to the following eligible officers:

  • Pakistan Administrative Services: 30%
  • Provincial Management Service: 30%
  • Police Services of Pakistan: 10%
  • Ex-cadre Punjab Government Employees: 25%

Payment Plan:

Eligibility Criteria:

To be eligible for this housing scheme, applicants must meet the following criteria:

  1. Officers from Pakistan Administrative Services, Provincial Management Services (including ex-PCS/ex-PSS), Police Services of Pakistan, and ex-cadre Punjab Government employees who are in BPS-18 or above.
  2. Officers who have served for at least three years with the Punjab Government in the past, or who are currently serving for at least one consecutive year at the time of application.

Payment Terms:

Successful applicants will need to pay 25% of the plot price upfront as a down payment post-balloting, with the remaining balance payable in easy installments over 8 years.

Plot Possession:

Possession of plots is expected within 3-4 years. RUDA will oversee the allocation, allotment, and transfer processes, as well as land costs and any additional development charges.

Required Documents:

Please attach the following documents with your application:

  1. Copy of CNIC
  2. Service certificate (indicating 3 years or 1 year of service, as applicable) issued by the Services Wing, S&GAD.
  3. Latest three months’ pay slips.
  4. Certificate of Next of Kin
  5. Application submission fee of PKR 1,000

Terms & Conditions:

  • Development Charges:
    The plot price covers development costs; however, additional charges may apply in case of inflation or unforeseen circumstances.
  • Plot Premiums:
    A 10% premium will be applied to corner and park-facing plots.
  • Plot Measurement:
    Prices for irregularly shaped plots will be based on their actual size.
  • Plot Transfer:
    Plots can only be transferred after all outstanding dues, government taxes, and applicable amenity charges have been cleared.
  • Transfer Process:
    The RUDA Transfer & Record (T&R) wing will handle plot transfers once all dues are settled.
  • Late Payment Surcharge:
    A 10% annual penalty will be charged on overdue installments.
  • Allotment Letter:
    An allotment letter will be issued upon full payment of land and development charges.
  • Security Charges:
    Post-possession, plots will incur security charges determined by RUDA until construction begins.
  • Plot Adjustments:
    RUDA reserves the right to adjust plot locations due to site constraints or layout plan changes.
  • Plot Cancellation:
    RUDA may cancel plot allocations if incorrect information is provided or payment deadlines are missed as per the payment schedule.
  • Building Construction:
    Construction must comply with RUDA By-Laws following possession.
  • Plot Allocation Process:
    If the number of applications exceeds available plots, a transparent selection process, potentially including a ballot, will be conducted.
